Acquisition Process of PDP User Certificates for Crypto Asset Service Providers

The uncertainties regarding the fulfillment of public disclosure obligations by crypto asset service providers (“CASPs”) have been clarified. With General Letter No. 1055 published by the Central Registry Agency (“CRA”) on 12 December 2025, specific provisions concerning the Puplic Disclosure Platform (“PDP”) membership of CASPs were incorporated into the Directive on the Procedures and Principles Regarding PDP Membership and the Submission of Disclosures to the PDP (the “Directive”) A requirement has been introduced whereby the PDP membership of CASPs may be established only if they have obtained authorization from the Capital Markets Board of Türkiye to operate.
At the stage prior to obtaining the operating license, pursuant to the General Letter published by the CRA and the provisions of the Directive, a sufficient number of individuals must be appointed as certificate users within the PDP system, and at least two of these individuals must also be designated as certificate administrators. Appointment as a certificate user is subject to obtaining a PDP User Certificate, and the certification process is summarized as follows:
The online training, certification, and fee-related processes for the PDP User Certificate are conducted by the Capital Markets Licensing, Registry, and Training Agency (“SPL”). The PDP User Certificates issued upon completion of the application and training procedures by individuals seeking certification through SPL’s website are valid for an indefinite period, and it is sufficient for individuals to complete this training on a one-time basis in order to be registered as users in the PDP system.
Pursuant to the Directive, the deadline for obtaining the PDP User Certificate is 15 June 2026. After this date, individuals who do not hold a PDP User Certificate will not be registered as new users in the PDP system; furthermore, the authorizations of individuals who are already registered in the PDP system but fail to complete the required training and obtain the certificate by this date will be revoked, and their access to the system will be disabled.
