New Amendments Introduced to the Acceptance Procedures for Electricity Generation and Storage Facilities

Significant amendments have been introduced to the Regulation on the Acceptance of Electricity Generation and Electricity Storage Facilities (the “Regulation”) through the Regulation Amending the Regulation on the Acceptance of Electricity Generation and Electricity Storage Facilities published in the Official Gazette dated May 13, 2025 and numbered 32899.
With these amendments, electricity storage units have been incorporated into the acceptance procedures for electricity generation and storage facilities, in alignment with the Regulation on Storage Activities in the Electricity Market. The scope of acceptance procedures has also been diversified based on the type of electricity storage facility or unit (e.g., electricity storage units integrated into generation facilities, electricity generation facilities with storage, storage facility integrated with a consumption facility, and standalone electricity storage facilities). In addition, various new concepts have been introduced to the Regulation to align with emerging technologies used in electricity storage systems. In this respect, key technical components such as the Battery Management System (BMS), Electricity Storage Unit (ESU), Energy Management System (EMS), and System Control Software (SCS) have been defined, establishing a crucial regulatory framework for ensuring traceability, safety, and integration of energy storage systems.
Finally, the amendments allow acceptance applications to be submitted electronically, aiming to streamline and digitalize the application process. Moreover, increased flexibility has been introduced in practices concerning facilities based on standard projects, and the participation of contractors and authorized representatives in acceptance procedures has been made possible.
